What’s the point of this?

This change will prevent many casual MTB racers from entering events, as to obtain an annual license is too expensive unless you are racing a full season. I have been racing for many years though have never had a full license as typically I can only do 3 or so races each year.

This seems like a step back to the dark ages to me.
